Bulova Precisionist watches typically cost under £500, though finding a nice one can be challenging since beauty is subjective. They do feature a uniquely smooth seconds hand sweep.
Certina quartz watches with Precidrive movements are also high-accuracy quartz (HAQ), accurate to within 10 seconds per year, and available for less than £500.
