To fill in the gaps, you can rub the pastel into the paper using a vinyl eraser, paper stump, or similar tool. Afterward, apply more pastel in the same color or a complementary shade. Alternatively, consider using crosshatching or stippling textures instead of blending.
Using paper with a finer texture or applying gesso over your current paper may also improve results.
Some oil pastels produce small crumbs that can be pressed in or removed with tape, while others are very soft and almost paint-like. Experiment with different types of pastels and surfaces to find what works best for you.

The quality of your oil pastels can improve the result, but in my opinion, the paper is the main issue. I prefer using smoother paper for a smoother outcome.
I’ll try switching to a different type of paper.
Try UArt sanded paper in 400 grit or higher. It’s the most affordable sanded paper I’ve found and works wonders with pastels, even improving results with lower-quality ones.
