The prebuilt you mentioned looks good with reasonable pricing. If you prefer to avoid building a PC and installing Windows and drivers, that’s a solid option. Alternatively, you could get the same parts for around €900 maximum and build it yourself.
If you want to maximize your €1250 budget, you should be able to include a better GPU, motherboard, and CPU. Something similar to the PC part list I created would work well.

To address your issue, consider switching to any affordable 32 GB 6000 MHz kit available in your region. You could also downgrade the CPU to a 7500F or 7600X to stay within budget.
The 9060 XT and RTX 5060 Ti offer very similar performance, with the 9060 XT typically being cheaper. If your budget allows, the 9070 is objectively the better option.
I chose a prebuilt system because RAM prices doubled in less than a month. The only way to stay with DDR5 was to go with a prebuilt.
If you change the RAM kit and downgrade the CPU, it’s still possible, at least with prices in my region.
